Dubai vs Riyadh vs Abu Dhabi for tech workers (2026)

Dubai vs Riyadh vs Abu Dhabi for tech workers in 2026: jobs, salaries, rent and cost of living, visas, taxes and daily life compared, with numbers for each city

General information, not legal, tax or immigration advice. Rules change; check the official sources linked here or ask a qualified adviser.

If you are choosing between Dubai, Abu Dhabi and Riyadh for a tech job, the short answer is this. Riyadh has the most openings and the lowest living costs, but the fewest employers per job and a smaller international scene. Dubai has the widest mix of employers and the most varied life, and is the most expensive. Abu Dhabi sits in between on cost and is dominated by a few large employers in defence, AI and finance. None of the three taxes your salary.

This guide compares Dubai vs Riyadh vs Abu Dhabi on jobs, pay, rent, visas, taxes and daily life, with numbers from our own board and from public sources. Prices and rules change, so check the linked sources before you decide.

Jobs: who hires in each city

Riyadh

Riyadh had the most English-speaking tech jobs on our board, 21% of all 1,307 live jobs in our October 2026 report. Hiring is led by IT services firms (TAWANTECH, InnovationTeam, Nagarro), giga-project developers (Qiddiya Investment Company), consultancies, and Saudi product companies like webook.com, Almosafer, Tamara and Lean Technologies. DevOps, security and AI roles are common. Our guide to tech jobs in Saudi Arabia lists who is hiring.

Abu Dhabi

Abu Dhabi’s 261 jobs came from only 37 companies. On 16 October 2026, EDGE Group (defence technology) had about 106 of them and G42 (AI) about 28, followed by Bybit, Anduril Industries, First Abu Dhabi Bank and DeepLight. If you work in AI, defence, aerospace or banking technology, Abu Dhabi has depth. If you want choice between many employers, it has less.

Dubai

Dubai had fewer jobs than the other two on the day we checked, but the most employers: 82. They range from crypto and fintech (Tether, ether.fi, Ziina, Qashio) and delivery (Delivery Hero) to global vendors (Cloudflare, Oracle, Fortinet) and trading firms. Dubai also had the most fully remote listings of the three: 26 of 193 jobs.

Visa sponsorship and applying from abroad

Few ads say “visa sponsorship” in so many words: 6 of 193 in Dubai, 7 of 261 in Abu Dhabi and 7 of 278 in Riyadh on 16 October 2026. Employers who hire you from abroad still have to sponsor your visa. See jobs you can apply for from abroad and jobs with visa sponsorship.

Riyadh vs Dubai salary

Very few Gulf tech ads publish pay, so salary comparisons rely on self-reported data.

  • Levels.fyi (checked 25 September 2026) put the median software engineer total compensation at AED 343,979 a year in the UAE (302 submissions) and SAR 195,243 in Saudi Arabia (66 submissions) (UAE, Saudi Arabia). It doesn’t split Dubai from Abu Dhabi.
  • Numbeo’s city comparison says that to keep the standard of living of AED 25,000 a month in Dubai, you would need about AED 16,567 (SAR 17,002) in Riyadh, if you rent in both (Numbeo).

So a Riyadh offer can be lower on paper than a Dubai offer and still leave you better off. The opposite also happens: Saudi samples are small, and pay at Saudi product companies varies widely. Compare real offers with the salary after tax calculator, and read our software engineer salary guide for more data.

Look at the structure as well as the total. Gulf offers split pay into basic salary, housing and transport, and the split affects your end-of-service pay. Our guide on how to read a Gulf job offer explains what to check.

Cost of living: Dubai vs Riyadh vs Abu Dhabi

Numbeo’s comparison pages, read on 16 October 2026, give the big picture:

  • Riyadh vs Dubai: Riyadh is 33.7% cheaper including rent and 20.6% cheaper excluding rent. Rent alone is 52.0% lower (Numbeo).
  • Dubai vs Abu Dhabi: Dubai is 14.3% more expensive including rent, and rent alone is 14.1% higher (Numbeo).

Selected monthly prices from each city page:

Item Dubai (AED) Abu Dhabi (AED) Riyadh (SAR)
1-bedroom flat, city centre 8,842 7,222 4,457
1-bedroom flat, outside centre 5,560 5,140 3,129
3-bedroom flat, city centre 16,577 14,243 8,444
Basic utilities, 85 m² 902 711 402
Broadband, 60 Mbps or more 341 324 269
Public transport monthly pass 275 98 140
Petrol, per litre 3.55 3.52 2.33
International primary school, per year 65,896 54,430 37,924
Family of four, excluding rent 14,798 12,733 12,445

The dirham and the riyal are close in value, so you can compare the columns roughly one to one. Numbeo’s comparison page shows AED 16,567 as SAR 17,002.

Two costs these figures leave out. Dubai tenants pay a housing fee of 5% of the yearly rent through their utility bills, and many leases are paid in a few cheques. Saudi VAT is 15% against 5% in the UAE. Our guides to the cost of living in Dubai and the cost of living in Riyadh go into detail.

Visas and residence

Dubai and Abu Dhabi are in the same country, so the visa rules are the same. Your employer sponsors a two-year work visa. Once you earn enough, you can apply for a Green Visa (5 years, AED 15,000 a month) or a Golden Visa (10 years, AED 30,000 a month, MOHRE level 1 or 2), neither of which needs a sponsor (ICP). Our UAE Golden Visa guide explains the salary rule.

Riyadh: your employer sponsors your work visa and iqama. Senior and specialist workers can apply for Premium Residency (Special Talent), with salary thresholds of SAR 14,000 to SAR 80,000 a month by track and a fee of SAR 4,000 for five years (Premium Residency Center).

Both countries make the employer pay the work visa costs (u.ae, HRSD, Labour Law Part Three). Our work visa guide covers both step by step.

Taxes and end-of-service pay

  • Income tax: “The UAE does not levy income tax on individuals” (u.ae). Saudi Arabia doesn’t tax employees’ salaries either. See our tax basics guide.
  • VAT: 5% in the UAE, 15% in Saudi Arabia (ZATCA).
  • End-of-service pay: UAE gratuity uses your basic salary, while Saudi law uses your actual wage including allowances. That can make a big difference. Our guide to end-of-service gratuity shows the formulas.

Daily life and work

Dubai vs Riyadh time difference

The UAE is on GMT+4 (u.ae) and Saudi Arabia on GMT+3 (Wikipedia). Neither uses daylight saving time, so Dubai and Abu Dhabi are always one hour ahead of Riyadh.

Working week

In the UAE, government offices work Monday to Friday, with the weekend on Saturday and Sunday. Private companies vary: most close on Sundays, others on Saturdays and Sundays (u.ae). In Saudi Arabia, the Labour Law makes Friday the weekly day of rest; ask your employer whether Saturday is also off. The legal maximum is 8 hours a day or 48 hours a week, cut to 6 hours a day for Muslims in Ramadan (HRSD, Labour Law Part Six).

Annual leave

Saudi law gives at least 21 days of paid leave a year, rising to 30 days after five years with the same employer (HRSD). Check your contract for the leave and flight allowance on offer in either country.

Weather

All three cities have a desert climate with hot summers. The UAE government describes its winters as warm and sunny and its summers as hot and humid (u.ae). Dubai and Abu Dhabi are on the coast and more humid. Riyadh is inland and drier.

Getting around

Numbeo puts a monthly public transport pass at about AED 275 in Dubai, AED 98 in Abu Dhabi and SAR 140 in Riyadh. Petrol is cheapest in Riyadh, at about SAR 2.33 a litre against about AED 3.55 in Dubai. Check how you would get from home to your office before you choose where to live.

Dubai vs Abu Dhabi: which one?

They share one visa system, one currency and one tax system. The difference is mostly employers and cost:

  • Choose Abu Dhabi if your field is AI, defence, aerospace or government-linked technology, and you want rent about 14% lower than Dubai.
  • Choose Dubai if you want the most employers to choose from, startups and fintech, more remote-friendly jobs, and a bigger international social life.

Some people work in one emirate and live in the other. If you do, check the commute at rush hour before you sign a lease.

Which city should you choose?

  1. Start with your field. Defence and AI point to Abu Dhabi, fintech and startups to Dubai, and consulting, cloud and government digital work to Riyadh.
  2. Compare offers after living costs, not just headline pay. Use the salary after tax calculator.
  3. Check the package structure: basic salary, housing, flights, schooling and family medical cover.
  4. Think about your family. School fees and family visa costs differ a lot between cities.
  5. Think about the long term. If you want residence without a sponsor, compare the Golden Visa salary rule with Saudi Premium Residency.
