Basic salary in the UAE and Gulf: how to read a job offer (2026)

Basic salary in the UAE and Saudi Arabia explained: housing allowance, flights, schooling and medical in a Gulf job offer, and if 20,000 AED is enough in Dubai.

Gulf job offers rarely show one salary figure. They show a basic salary plus allowances, usually for housing and transport, and sometimes benefits such as flights home, school fees and family medical cover. The basic salary is the part that matters most for your rights in the UAE: end-of-service gratuity and pay for unused leave are both calculated on it. In Saudi Arabia, allowances count for the end-of-service award, but the split still affects other things.

This guide walks through each line of a typical offer in the UAE and Saudi Arabia, what to check, and how to tell whether a salary such as AED 20,000 a month is enough in Dubai. It is general information, not legal or financial advice. Labour rules change, so check the official links.

What a Gulf salary package looks like

A typical offer for a mid-level engineer in Dubai might read like this (the figures are only an illustration):

Line Monthly
Basic salary AED 15,000
Housing allowance AED 6,000
Transport allowance AED 1,500
Other allowance AED 500
Total monthly pay AED 23,000
Annual flight allowance AED 4,000 a year
Medical insurance Employee and family
Annual bonus Discretionary

Offers are usually quoted per month. To compare with an offer at home, multiply by 12 and add any yearly items such as flights or bonus. Only 2% of the jobs on Gulf Dev Jobs stated any salary in our October 2026 report, so you will often see the breakdown for the first time in the offer letter.

Basic salary in the UAE: why it matters

Under UAE labour law, several entitlements are calculated on basic salary only:

  • End-of-service gratuity: 21 days’ pay per year for the first five years and 30 days per year after that, on your last basic salary. Allowances such as housing, transport and utilities are left out (u.ae).
  • Unused annual leave: pay for leave carried over or paid out when you leave is calculated on basic salary (u.ae).
  • The UAE Savings Scheme, if your employer uses it instead of gratuity, is 5.83% or 8.33% of basic salary (u.ae).
  • The Golden Visa. Official pages ask for a monthly salary of AED 30,000 without defining it, but many applicants have been told since 2024 that only basic pay counts. Our UAE Golden Visa guide explains this.

Take the example above. With a basic of AED 15,000, five years’ gratuity is 105 days of basic pay, about AED 52,500 using basic ÷ 30 as the daily rate. If the same AED 23,000 package had a basic of AED 20,000, the gratuity would be about AED 70,000. Same monthly pay, AED 17,500 difference at the end. Our gratuity guide has the full formula.

Basic salary calculation: there is no legal ratio between basic and allowances in the UAE that we could find on official pages. It is whatever your contract states. So the split is something you can negotiate.

What is the basic salary in the UAE per month?

There is no single figure. Employers set it per role, and it is a share of your total package. The UAE employment contract must state your salary (u.ae), so always ask for the basic salary and each allowance as separate numbers in writing.

Basic salary and allowances in Saudi Arabia

Saudi law treats pay differently. It defines the basic salary and the actual wage, which is the basic wage plus allowances, commissions and other regular increments. Most rights, including the end-of-service award, use the actual wage (HRSD, Labour Law Part One). So a large housing allowance still counts for your award in Saudi Arabia.

If your employer gives you housing instead of an allowance, the law values that benefit in kind at up to two months’ basic salary a year for these purposes, unless your contract sets a higher value (HRSD). If you are offered company housing, ask what value the contract puts on it.

Housing allowance in the UAE and Saudi Arabia

Housing is the biggest cost of living in the Gulf, so this line deserves the most attention.

  • Allowance or accommodation? Some employers pay a monthly allowance, some pay it as a yearly lump sum, and some provide a flat or compound. A yearly lump sum can help in Dubai, where rent is often paid in a few post-dated cheques.
  • Is it enough? Compare it with real rents. Numbeo, read on 16 October 2026, puts a one-bedroom flat in central Dubai at about AED 8,842 a month and outside the centre at about AED 5,560 (Numbeo). Our Dubai cost of living guide and Riyadh cost of living guide have more.
  • Extra fees. Dubai tenants pay a housing fee of 5% of the yearly rent through their utility bills. Ask whether the allowance is meant to cover it.
  • Housing allowance in Abu Dhabi. The same questions apply. Numbeo’s comparison says Dubai rents are about 14% higher than Abu Dhabi’s (Numbeo).

Transport and other allowances

A transport allowance helps with car, fuel, parking and taxi costs. Some employers provide a company car instead. “Other” or “utility” allowances are common too. In the UAE none of these count towards gratuity, so a package with many allowances and a low basic is worth less over time than it looks.

Flights

Some Gulf packages include a yearly flight home for you and sometimes your family, either as a ticket or a cash allowance. Check the class of travel, who it covers and when you can use it.

There are also legal rules on travel costs:

  • UAE: recruitment and travel costs, and the costs of getting your residence permit, are borne by the employer (u.ae).
  • Saudi Arabia: the employer pays your recruitment costs, residence and work permit fees, exit and re-entry fees, and your return ticket home when the contract ends (HRSD, Labour Law Part Three).

School fees

For families, school fees can cost as much as rent. Numbeo puts international primary school fees in Dubai at about AED 65,896 a year per child (Numbeo). In Dubai, private school fee increases are tied to inspection ratings and the Education Cost Index (u.ae).

If you have children, ask whether the offer includes an education allowance, how many children it covers, whether it has a cap per child, and whether it is paid to you or to the school.

Medical insurance

In Dubai, employers must provide health insurance for their employees, and sponsors must insure their dependants (u.ae). If your employer only covers you, your family’s cover is your cost. Ask which plan you get, the network, and whether your spouse and children are included.

Leave, notice and probation

UAE Saudi Arabia
Annual leave 30 days a year after one year; 2 days a month between 6 months and a year At least 21 days, 30 after five years with the same employer
Notice period At least 30 and at most 90 days, the same for both sides At least 30 days if you resign, 60 if the employer ends it (open-ended contract, monthly pay)
Final pay when you leave Within 14 days of the contract ending Within 1 week if the employer ends it, 2 weeks if you do

UAE salaries are paid through the Wage Protection System. Sources: u.ae leave, u.ae notice, u.ae wages, u.ae gratuity, HRSD Part Five and HRSD Part Six.

In the UAE, a worker who resigns during probation, when the employer has kept to the contract, may be refused a new work permit for a year after leaving the country (u.ae). Read the probation clause carefully.

UAE employment contracts are fixed-term, for up to three years, and can be renewed (u.ae).

Is 20,000 AED a good salary in Dubai?

For a single person, yes, it is comfortable. For a family of four that rents a larger flat and pays international school fees, it is tight unless your employer adds housing or school allowances on top.

Here is a rough monthly check using Numbeo’s Dubai figures, read on 16 October 2026 (Numbeo):

Single person Family of four
Rent 1-bedroom, city centre: AED 8,842 3-bedroom, outside centre: AED 10,850
Other living costs (excluding rent) AED 4,206 AED 14,798
International school, 2 children about AED 10,983 (AED 65,896 × 2 ÷ 12)
Total about AED 13,048 about AED 36,631
Left from AED 20,000 about AED 6,952 short by about AED 16,631

For comparison, Numbeo’s average monthly net salary in Dubai was about AED 12,888. These are crowd-sourced averages: a couple without children, a cheaper area or a family with an education allowance will see very different numbers. Is AED 25,000 a good salary? For a single person or a couple, comfortably so; for a family, it depends mainly on school fees and whether housing is paid on top.

Frequently asked questions

What is a basic salary in the UAE?

It is the core part of your pay, without housing, transport or other allowances. It matters because UAE end-of-service gratuity and pay for unused leave are both calculated on basic salary only. Your contract states it; there is no fixed legal ratio between basic and allowances that we could find on official pages.

Is housing allowance part of salary in the UAE?

It is part of your total pay, but not of your basic salary. The UAE government portal says gratuity is calculated on basic salary and leaves out allowances such as housing, transport and utilities. In Saudi Arabia, by contrast, allowances are part of the actual wage used for the end-of-service award.

Is 20,000 AED a good salary in Dubai for a family?

For a family of four it is tight if you pay rent and school fees yourself. Numbeo’s Dubai figures put a three-bedroom flat outside the centre at about AED 10,850 a month and other family costs at about AED 14,798, before school fees of about AED 65,896 a year per child. With housing and education allowances on top, it can work.

Is 20,000 AED a good salary in Dubai for a single person?

Yes. Numbeo puts a one-bedroom flat in central Dubai at about AED 8,842 a month and a single person’s other costs at about AED 4,206, leaving about AED 7,000 a month. Numbeo’s average monthly net salary in Dubai was about AED 12,888.

How much annual leave do you get in the UAE?

30 days of paid annual leave after one year of service, and 2 days for each month worked between six months and one year. In Saudi Arabia, the minimum is 21 days a year, rising to 30 after five years with the same employer.

Should I negotiate a higher basic salary or higher allowances?

In the UAE, a higher basic salary is usually worth more over time, because gratuity and leave payouts use it, and it can help with the Golden Visa. In Saudi Arabia, allowances count for the end-of-service award, so the split matters less for that.
